I. What it is

A governance platform for AI.

Orquestra is building a governance platform for AI — a unified surface to design, run, and audit the workflows that combine agents and human decisions. It exists because organisations are shipping AI work they believe has been reviewed when it has not, and attributing decisions to agents that no named human can defend.

Govern Hub closes that gap at the infrastructure layer. Every workflow run carries the same context: who invoked it, which policies applied, where a human signed off, what was produced. The same surface your operators use to do the work is the one your auditors read when they ask for evidence.

It is the evidence layer that runs under the four Orquestra services — Strategy & Advisory, Governance & Audit, Workshops & Capability, and the Navigator Framework™. You can use Govern Hub stand-alone, or as the infrastructure that captures the evidence behind every Navigator Audit and ISO 42001 implementation we run.

II. The spine

ISO 42001 from the first commit.

Not a certificate. A working management system.

Most AI governance platforms add ISO 42001 as a compliance overlay — a tickbox layer on top of an existing tool. Govern Hub inverts that. The controls are not bolted on; they are the data model. Risk classification, AI policy enforcement, human oversight points, evaluation cadence, audit trail capture — each is a first-class object, not a generated artefact.

The result: when your CISO, legal, or audit functions ask for evidence, you don't recreate it under deadline. You point them at the surface your operators already use. The evidence exists because the workflow ran through it.

III. The accountability chain

Four things every run captures.

Every workflow run in Govern Hub captures the same accountability chain — recorded automatically, never reconstructed after the fact. This is what makes the evidence defensible when an auditor, regulator, or board member asks "show me human review."

Who invoked it.

A named human, with role and authority context, recorded at workflow start. No anonymous triggers, no system-only runs that bypass accountability.

Capture 02

Which policies applied.

The full policy stack active at run time — AI use policy, data handling rules, risk class controls, and EU AI Act classification. Versioned, so future audits read the policy that was in force, not today's.

Capture 03

Where a human signed off.

Every human-gate decision captured with the named approver, the artefact reviewed, the time taken, and the attestation. Anonymous "approved by the system" is not a signal Govern Hub permits.

Capture 04

What was produced.

The full output artefact, with provenance back to inputs, agent calls, and human edits. Versioned. Diff-able. Re-presentable in any audit window without re-running the AI.

This is the same surface your operators use to invoke and run workflows — and the same one your auditors read. No separate "audit view"; no evidence assembled after the fact.
